job details Be part of an essential Australian Defence project Commercial, procurement and contracting activitie Long term contracting role About the Role Commercial, procurement and contracting activities to be supported: The CAF16 Commercial Support Officer is responsible for the commercial administration within CAF16 including preparing agendas, minutes and tracking actions items in support of contract negotiations, the development and implementation of CAF16's contracting capability and provision of commercial support. Tasks to be performed & outcomes and deliverables: The CAF16 Commercial Support Officer has the following duties: Advise on complex procurements and acquisitions including drafting and reviewing Contract Change Proposals (CCPs) and associated governance requirements. Design and develop appropriate procurement methodologies and contracting options (including commercial arrangements) to: deliver an optimised value-for-money outcome, mitigate risks, reduce costs of tendering to industry and the Commonwealth, minimise through-contract cost of ownership, minimise the level of management, governance, and administration, where appropriate employ a collaborative approach to engaging industry, and employ contemporary performance management. Advise on effective and efficient contract governance structures, establish and maintain a robust governance and audit trail of all CCP activities including negotiations with vendors. Advise on and manage compliance with contractual requirements and Defence procurement processes. Establish project Milestones and ensure compliance with project schedules. Develop progress reports for senior management. Identify and develop mitigation strategies for contract and procurement risk. Assess and report on Contract Management activities. Provide independent advice in relation to contract management plans and drafting CAG16 contract management plans. Develop associated requirements definitions, business cases, strategies, plans, and tender documentation Skills required Must be a qualified practitioner with relevant qualifications and relevant experience to undertake the tasks. Must have strategy development, contract drafting, developing, and writing contract CCPs. Must have detailed experience in procurement/contract methodology, implementation and management, practices and processes in Government (Commonwealth or State/Territory). Ability to identify contract management risks and develop and implement mitigation strategies in regard to the Risk Management of contracts. Experience in the management of key stakeholder relationships and the ability to provide Commercial advice and guidance, specifically in relation to procurement and contract management. Excellent writing and interpersonal skills. Must have knowledge of Commonwealth Financial Acts, Regulations and systems such as the PGPA Act, procurement connected policies, Commonwealth Procurement Rules etc. Ability to work in a team and independently and communicate effectively, both formally and informally and form positive working relationships. Must promote compliance with relevant policy and legislation. Should have experience in managing budgets, expenses and pricing commercial arrangements. Should have awareness and understanding of probity in a commercial environment. Should have previous experience in the CASG / Defence.
