This Regional Aboriginal and Islander Community Controlled Health Service, delivers a comprehensive range of primary health care, aged care and community support service functions to Gladstone and surrounding communities.

This organisation is a multi-faceted Human and Social Services provider that is responsible for the delivery of integrated comprehensive primary health care, aged care, health education and promotion programs, community support services and formerly child protection system. In addition to the above mentioned services They provide programs under the “Close the Gap”. There are staff and contractors employed with the organisation to ensure that the service delivery of these programs is provided within funding and statutory guidelines.

The role will work within the integrated model of care providing mental health clinical leadership and service delivery within a range of mental health programs.

The needs of the client will be met through a mix of direct service provision by the mental health team and linking into other Nhulundu Health programs and services, as well as referring into and collaboration with external services as required. The aim is to integrate individual /family support and strengthening services with appropriate clinical services.

Position Description:
The position of Clinical Psychologist/ Psychologist; will in conjunction with a multi-disciplinary primary health care team and the family well-being team, be central to the provision of culturally appropriate comprehensive and flexible mental health psychological services to Indigenous clients and their families.

Key duties include:

  • direct psychological services for designated cases; including clinical assessments, complex case formulation and intervention planning, delivery of evidence based therapeutic mental health interventions

  • Clinical lead for case management, assessment and case conferencing practices

  • Contribute to professional supervision of mental health workers and Family Wellbeing workers and support the development and coaching of these workers

  • Contribute to effective governance, continuous improvement and integration of mental health activities throughout all GRAICCHS programs

  • Contribute to the development and conduct of non-clinical intervention programs including Men’s, Women’s and Youth groups and Cultural and Therapeutic activities

The role will involve service delivery from the GRAICCHS clinic and outreach premises, under limited supervision, as required.

GENERAL RESPONSIBILITIES
Service / Program Delivery
The roles and responsibilities of this position include, but are not limited to:

1/. Provision of Psychological Services
As directed by the Clinical Practice Manager:

  • Manage a case load of complex cases, providing psychological services in accordance with a GP Mental Health Plans/Chronic Care Plans, and/or team care arrangements as applicable

  • Provide culturally appropriate comprehensive and flexible mental health psychological service to clients identified with mental health problems, who are referred by CCHS’s, GPs, and other relevant services; including clinical assessment, goals for intervention, treatment planning and evaluation, psychological services and referral in accordance with professional, ethical, and relevant Mental Health standards

  • Assess all clients for possible comorbid conditions (especially mental illness) and ensure appropriate treatment for those conditions (either directly or by referral and ongoing liaison with other specialist services). To ensure that all clients receive ongoing risk assessment and management

  • Assist in the planning, development and implementation of treatment and rehabilitation programs on a needs specific basis for individuals, families and children using a variety of appropriate intervention models with a continuity of care approach

  • Advocate on behalf of clients

  • Support the conduct and review of non-clinical interventions, including Men’s, Women’s and Youth groups and Cultural and Therapeutic activities

In conjunction with the Family Wellbeing Services Program Coordinator

  • For designated Family Wellbeing program clients, support the conduct and completion of a Comprehensive Family Assessment with clients and their families and development of Family Care plans

  • Coordinate all non GP referred clients to undergo case assessment and assignment

  • In line with the developed and agreed Family Care Plans provide culturally appropriate comprehensive and flexible mental health psychological service to clients

  • Support systematic case review and monitoring processes, to assist in identifying changes in needs.

2/. Governance and Service Integration

  • Collaborate in the development and integration of the Mental Health service delivery model with the Clinical Model of Care

  • Work collaboratively as a member of a multidisciplinary team, to provide integration and coordination between different sites or programs, to facilitate the delivery of an efficient responsive and integrated mental health service to clients

  • Provide input into the development of clinical practices, procedures, and protocols that enhance the delivery of mental health psychological services to designated clients and their caring network.

  • Support Aboriginal drug and alcohol and/or mental health workers to case manage clients

  • Maintain up-to-date knowledge of community support referral resources, including the active involvement in the Family Care Planning.

  • Contribute to implementation of enhanced case management/coordination and referral systems for Indigenous clients and families

  • Contribute to the establishment, implementation and review of Family Well Being program systems and processes in line with CPP Practice Standards and Family Matters Methodologies

  • Demonstrate commitment to the process of continuous quality improvement as an integrated aspect of service development and delivery

  • Actively support and participate in activities required for obtaining and maintaining clinical and organisational accreditation as required

3/. Clinical supervision and workforce support

  • Support an environment that fosters teamwork, cooperation, respect, and diversity.

  • Contribute to the refinement of clinical supervision framework including the Family Wellbeing Service practitioners, in conjunction with the FWS Coordinator and Clinical Practice Manager

  • Provide or facilitate consultation and support to FWS and Mental Health staff as needed, including being available for staff to debrief about difficult situations in collaboration with Managers.

  • Support the FWS Coordinator in facilitating opportunities for access to ongoing professional development for FWS staff to increase knowledge and understanding of the growing evidence base in family wellbeing

4/. Administration and Reporting

  • Keep accurate, current case notes, statistics and other client records and files up to date

  • Ensure data entry of client information into relevant management system

  • Provide contractual reporting with regular reports to management as required.

  • Provide evaluations and reports on services capacity and risks as required

  • Adhere to expenditures and budget requirements in line with policies and procedures

5/. Develop and Maintain Linkages

  • Work to foster productive relationships with all Nhulundu staff and maintain your understanding and knowledge of internal services and programs

  • Foster productive working relationships with other staff in the delivery of seamless support services

  • Actively foster productive working relationships with local networks, government departments, other service providers /suppliers to promote GRAICCHS and remain abreast of emerging issues.

  • Encourage cross-functional collaboration to achieve the best outcome for the organisation

  • Comply with and contribute to continuous improvement of all GRAICCHS policies, procedures and processes.

  • Maintain own competencies and participate in professional development programs

  • Participate in scheduled performance development and review processes

  • Report any work related personal injuries/illness or incidents, safety hazards, malfunction of any machinery, plant or equipment.

  • Carry out your duties safely in accordance with your ability and competence.

  • Work within a legal and ethical framework

Legal Obligation:

  • All relevant health professionals who, in the course of their duties, formulate a reasonable suspicion that a child or young person has been abused or neglected in their home/community environment, have a legislative and a duty of care obligation to immediately report such concerns to the Department of Child Safety

Qualifications and Experience:

  • Current registration with Australian Health Practitioners Registration Agency ( AHPRA) and the Psychology Board of Australia (PBA). Clinical endorsement desirable.

  • Eligible for a Medicare provider number

  • Demonstrated experience in providing assessment, therapeutic and support services to Aboriginal & Torres Strait Islander children and families- preferred

Practical Requirements

  • Some work out of normal hours of duty may be required

  • Some travel across the region will be required

  • Current C Class Drivers Licence (Qld) – essential

  • As an AHPRA registered health professional, your registration includes the assessment of a national criminal history check and the provisions of the Blue Card (working with children and young people) requirements. Any changes to criminal history should be advised to the supervisor as soon as practicable

Selection Criteria 

  • Demonstrated understanding and application of theoretical frameworks and relevant experience in the delivery of Family Wellbeing Services to ensure optimal and up to date expertise is applied to operational activities

  • Demonstrated understanding of working with individuals, families and communities who have experienced trauma, including acute, ongoing and intergenerational

  • Demonstrated ability to work as part of a multidisciplinary team, including liaison with specialist referrers e.g. pediatrician, psychiatrist and other specialist allied health services

  • Demonstrated experience in providing assessment (including psychometric testing) and therapeutic services to children, their parents and families with complex social and emotional issues, including coordination with other community services

  • Strong knowledge of the social and emotional wellbeing issues faced by Aboriginal and Torres Strait Islander people and the ability to work sensitively and effectively in this context

  • Demonstrated experience in the provision of a high standard of communication including written and oral skills to meet the interpersonal and consultative requirements to deliver effective intervention with children, parents, team members, other professionals and the community

  • Ability to communicate sensitivity and effectively with Aboriginal and Torres Strait Islander people

  • Demonstrated ability to take direction, determine priorities and manage own workload in order to meet agreed timelines and objectives

  • Demonstrated computer literacy with experience using Microsoft Word, medical databases, email and the internet, and the ability to rapidly learn new systems.
