The Position
Reporting into the Executive Manager of Planning and Infrastructure, this position will see you responsible for the development and implementation of contracting strategies and plans. You will manage the end-to-end contracting processes and where required liaise with key internal stakeholders relating to tenders, technical specifications, scope of works and pricing schedules.

Key Accountabilities:
Procurement:

Subcontractor/Supplier procurement including preparation of scopes, lettings and finalisation of contracts - across design, consulting, material supply and construction activities.
Overseeing and developing specification and construction schedules
Undertaking cost control, cost forecasting and elemental budgeting with risk and opportunity reviews monthly
Maintaining client and subcontractor relationships
Support the Executive Manager Planning & Infrastructure by managing reporting, systems, and key projects.
Identify opportunities for process simplification and service improvement within procurement.
Actively engage with key stakeholders to identify major pain points and areas where Procurement can add value.

Contracts Management:

Lead the Planning and Infrastructure team in this functional area by tendering, awarding and administering contracts across design, consulting, material supply and construction activities.
Management of contracts with a focus on variations, progress claims and time extensions
Manage and administer NAPL’s internal contract approvals process including cataloguing and archiving.
Manage and maintain NAPL’s Contracts Register supplier contracts and associated details.
Provide ad-hoc contract information to NAPL staff, as and when required.
Monitor compliance of spend and identify any areas of non-compliance for contracted suppliers

The Successful Candidate:

Relevant Tertiary qualification
Minimum 5 years’ experience in Construction industry as Contracts/Projects administrator
Minimum 2 years’ experience in direct procurement (tendering and awards) of contractors & suppliers
Experience in the establishment of procurement contracts across all stages including needs identification, planning, preparation of documentation, evaluation, negotiation and contract establishment;
Experience in report writing and analysis.
Sound understanding of the procurement function within a company.
