This role is responsible for the delivery of human resource generalist services that support the employees end to end experience at City of Palmerston. The Human Resource Business Partner supports Council’s managers and employees to achieve their objectives by providing quality and customer focused expertise, advice and solutions on a range of HR and WHS management and employment related issues. As the Human Resources Business Partner, you will maintain an in-depth understanding of the core functions of human resources management, workforce trends and strategic changes to support the provision of relevant and constructive advice to the organisation.

Working with the People and Customer Lead, the Human Resource Business Partner is responsible for the delivery of professional human resource advice and support to the organisation in the following areas:

Recruitment and On Boarding
Training and Organisational Development
Case Management
Work Health and Safety
Reporting
Development and review of Policies and Procedures
Delivering Key HR Project Initiatives aligned to the Business unit objectives

The Key responsibilities include, but are not limited to:

Provide advice, coaching, feedback and support to City of Palmerston staff and management to effectively manage Human Resources functions including attraction and retention, performance management, employee relations, change management and employee development.
Provide expert advice and support to City of Palmerston employees to ensure accurate interpretation and application of City Of Palmerston Human Resource and Work Health and Safety policies and procedures, the Enterprise Agreement, Local Government Award and other relevant industrial legislation.
Contribute to the development and review of HR policies, procedures, planning and decision making to ensure the HR service unit continues to provide an effective service, meets all statutory obligations and actively supports City of Palmerston to achieve the outcomes of our Community Plan.
Develop, implement and review Work Health and Safety policies, registers and procedures.
Monitor and analyse human resources data and contribute to human resources reports for the organisation on a regular basis
Manage the system administration of the LMS and HRIS systems, ensuring ongoing business improvements processes are applied.
Support and Mentor Employees and managers with the organisation’s Annual Performance Review process. Monitor, review and report on progress.
Coordinate employee workflows of the end to end life cycle including recruitment, onboarding, induction, probation and performance management and offboarding across the organisation
Undertake position evaluations including conducting position analysis, classification and remuneration reviews, position redesigns and organisational structural reviews.

To be considered for this exciting opportunity, applicants will have:

Diploma or Advanced Diploma qualifications in Human Resource Management with a minimum of three years’ experience in human resources
Demonstrated industrial relations experience and ability to provide advice to managers and employees on a wide range of complex human resource matters.
Proven ability to accurately interpret and understand Enterprise Agreements and Fair Work Legislation, and provide sound advice to management and employees
A demonstrated proactive, professional, and customer-focused approach with the ability to negotiate effective outcomes with a broad range of people from a variety of backgrounds and effectively contribute to a team environment.
Excellent time management skills and ability to multi-task and manage competing priorities and deadlines
Strong customer service focus and commitment to providing quality customer (internal and external) service.
Demonstrated experience in the creation and application of modern and contemporary policies and procedures.
Demonstrated experience and high-level proficiency in the use of computerised systems, especially HRIS/HRMS/ and LMS systems.
Demonstrated experience in championing cultural change and actively support the organisation’s values and objectives
