About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure, CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery.

Within Program Delivery exists the Emergency Services Infrastructure Authority (ESIA), which manages and delivers critical emergency services infrastructure projects. ESIA works collaboratively with the Victoria State Emergency Service (VICSES), Life Saving Victoria (LSV) and Marine Search and Rescue (MSAR) sector to ensure building and infrastructure projects are delivered on time and within budget.

ESIA will work with local clubs, units, councils and other key stakeholders to oversee these projects, ensuring volunteers have access to modern, fit-for-purpose facilities. ESIA has a program of work, geographically spread across the state, initially on the delivery of new VICSES Units, as well as working with local lifesaving and surf lifesaving clubs, Councils and Life Saving Victoria to deliver new clubhouses, along with the delivery of new vessels for MSAR volunteers.

About the Role

The Senior Project Manager, Project Controls is responsible for establishing and maintaining an effective Project Controls framework across capital works Programs, including processes and procedures for scheduling, cost control, and risk management in alignment with existing policies.

Working proactively with Senior Project Managers and their teams, the Project Controls Manager will monitor projects and program(s) health, forecast trends, recommend corrective actions, and provide accurate reporting to the Program Directors and CSBA Management. You will also be responsible for;

Establishing and maintaining an effective Project Controls framework across capital Program(s)
Management, monitoring and accurate reporting of Projects and Program(s) schedules, risks, budgets and costs control
Monitoring Projects and Program(s) health, forecasting trends, and recommending corrective actions
Knowledge Management, reporting, and analytics

About you

As our ideal candidate, you will have:

Demonstrated Project Controls experience in building, construction or infrastructure delivery.
An appropriate qualification in engineering, civil construction, architecture, project management or proven track record of equivalent experience.
Strong communication skills, written and verbal
Strong leadership capabilities
